They would have to be. If there were shells at all. It's possibly a firework gun. With a battery ignition. Basically like a motar. But instead of the secondary explosive, there's projectiles.

Gun ownership is very restricted in Japan and limited to hunting rifles and shotguns. Handgun ownership is impossible, I believe even the police are not allowed to carry off-duty. As for the gun, it looks like two pipes with a powder charge possibly ignited electrically, easiest thing to do if you don't have percussion caps or regular shells with primers. You would only get one shot per barrel without chance of reloading on scene, but that was all he needed. I think the last high profile political assassination was in the 60's and that was with a sword!
