It reviews observation reports, Swedish government statements, and reporting from the U.S. military attaché in Stockholm, and notes that the available evidence was inconclusive. The review says the Swedish Defense Staff privately attributed the objects to Soviet V-1 missile tests launched from Peenemünde, while publicly shifting its explanation from unknown technology to a "celestial origin." It suggests that public shift was meant to avoid diplomatic conflict with the Soviet Union. The final assessment says most reports were probably misidentified natural phenomena, but the "best evidence" indicated a small number of "real incidents" involving low-flying V-1 type missiles, likely Soviet tests of captured German technology.
