State Department Cable on Mexico UAP Testimony, 2003
This PDF is a Department of State cable on UAP testimony heard by the Mexican Congress on September 12, 2003. The testimony was tied to debate over an Aerial Space Protection Law, which, if approved, would make Mexico the first country to formally acknowledge the presence of alien life on earth. Experts asked legislators to recognize UAP, guarantee airspace security, and allow UAP to be studied.
