This unresolved UAP report footage was recorded over the Pacific Ocean in 2019 and transferred by the United States Navy UAPTF to AARO in 2022. It is a secondary capture made with a hand-held recording device of an infrared sensor display aboard a U.S. military platform, not native primary sensor data.

The source notes limits in fidelity, resolution, and visual quality from filming a screen, including possible blur or flicker. The media was digitally altered before it was reported to AARO and is presented as received; the footage in DOW-UAP-PR123 through DOW-UAP-PR127 was captured contemporaneously.

What the sensor shows, as described in the release:

00:00-00:01: An area of contrast remains generally centered within the sensor field-of-view.

00:02-00:29: The sensor zooms in on the area of contrast.

00:30-00:53: The area of contrast loses distinctiveness against the background.

It does not dip into the water but disappears behind the horizon. The grain, low resolution, parallax effect and the cross hair give it the illusion it dips in the water. This can easily be the lights of a ship or reflection on a airborne vehicle.
