Operation Flagrant Foul was the FBI and Eastern District of New York investigation into NBA referee Timothy Francis Donaghy's gambling-related misconduct. The released material consists largely of 2007 FBI case communications, grand-jury subpoena records, deleted-page notices, and the criminal Information filed against Donaghy. The records show the FBI obtaining driver-license material, receiving subpoena responses and serving additional grand-jury subpoenas, and documenting Donaghy's August 15, 2007 surrender, arrest, and plea. The Information alleges that from December 2006 through April 2007 Donaghy provided betting picks, including for games he officiated, used nonpublic NBA information, received payments for correct picks, and conspired to transmit wagering information by telephone.
