This FBI file concerns Bureau monitoring of Japanese activities in the Territory of Hawaii in the months before the December 7, 1941 attack on Pearl Harbor. The released records include August through November 1941 cables and correspondence between FBI Director J. Edgar Hoover and the Honolulu office concerning a proposed technical surveillance of trans-Pacific telephone calls between Hawaii and Japan. They show Honolulu Special Agent in Charge R. L. Shivers requesting authority, the Bureau referring the matter to the Department for a decision, approval being granted on October 26, and the Honolulu office reporting that the surveillance had been established and would produce weekly intelligence reports.
