FBI File on Henry Hill and a Tampa Extortion Investigation
This released FBI material combines a 1970 Tampa investigation of an interstate extortion scheme with a 1992 Los Angeles emergency consensual-monitoring authorization that refers to Henry Hill. The Tampa records describe allegations that Raul C. Charbonier Jr., Luis Charbonier, Cosmo Rosado, and others used manipulated baseball betting debts, threats, and an assault to force payment from Gaspar Ciaccio and Dr. Felix Locicero. They include memoranda, a mult-page teletype, witness information, vehicle-rental leads, proposed subpoenas, and notices that the suspects should be considered armed and dangerous. The 1992 form authorized emergency use of nontelephone consensual monitoring equipment in Los Angeles in an ITAR-murder matter, with much of its synopsis redacted.
