FBI File on Edgar H. Smith's Records Complaints

This file concerns Edgar H. Smith Jr., a California prisoner who wrote to the FBI about disputes involving his government benefits and the handling of his military medical records. Smith asked the Sacramento Field Office in April 1989 to investigate the apparent interception or delay of his Veterans Administration disability payments at the California Medical Facility in Vacaville. The records also include a declaration by attorney Curtis L. Clark for Smith's Solano County habeas corpus case, alleging that Ronald E. Calissi supplied disputed military and other materials to a parole hearing panel. Smith later informed the FBI that a state judge had suppressed the military records, and the Sacramento office replied in September 1989 that the relevant facts had already been incorporated into a Los Angeles Office report dated September 27, 1988.
