This FBI file concerns the Philadelphia-based Black Mafia, also referred to in the records as Black Inc. or Black Incorporated, an alleged organized criminal group active in racketeering, narcotics, extortion, robbery, and murder. The Philadelphia FBI office treated the matter as an anti-racketeering intelligence investigation and circulated reports to many field offices to alert them to possible related activity in other cities. The released records include 1973 and 1974 bureau reports, administrative cover pages, informant-source material, newspaper clippings, interview summaries, and leads involving Philadelphia, Detroit, and other jurisdictions. The OCR shows interviews with numbers writers, business owners, police, and community figures about protection demands, threats, alleged Black Mafia links to Black Muslim or Nation of Islam circles, and Black Inc.'s public claims of community work. One FBI memorandum states that information from the investigation was disseminated to other federal, state, and local agencies and contributed to Hobbs Act, firearms, and drug investigations.
