CIA Scientific Advisory Panel UFO Report, 1952-1953
This PDF contains correspondence and reports from 1952-1953 by the Scientific Advisory Panel on Unidentified Flying Objects, convened by the CIA's Office of Scientific Intelligence. The panel concluded that "flying saucers" did not pose a direct physical threat to U.S. national security, and found no evidence that they were hostile foreign artifacts or required changes to existing scientific concepts. The panel did identify an indirect threat from public fascination with the subject. It said the volume of reports, encouraged by a "sensationalist press," could clog intelligence and communication channels and distract from genuine threats. It also warned that a "morbid national psychology" could be exploited by adversaries to incite "hysterical behavior and harmful distrust of duly constituted authority," and recommended official "debunking" to "strip the UFO subject of its mystery" plus training for military personnel to filter misidentified objects.
