CIA Memoranda on Puerto Rico UFO Incident, 1964
These redacted CIA PDFs contain memoranda between the Assistant Director for Special Activities and the Assistant Director for Scientific Intelligence, plus briefing notes prepared for Walter N. Elder, Executive Assistant to the CIA Director. They concern a November 19, 1964 incident involving alleged unidentified aircraft in the vicinity of Puerto Rico in the Caribbean Sea. A U.S. Naval aviator, identified in the briefing as an F-8 Crusader pilot, described an object as "delta-shaped, about the size of a jet fighter" and visually estimated its speed at Mach 3, about 2,200 mph. An AN/SPS-49 radar system aboard the guided missile destroyer USS Gyatt tracked a contact at more than 3,800 knots, about 4,373 mph, over 21 minutes. The briefing also gives details on meteorological conditions and nearby U.S. military collection systems. The memoranda say the AD/SI thought the object was conceivably linked to foreign intelligence gathering, citing active missile testing at the Atlantic Fleet Weapons Range as an attractive reconnaissance target, while the AD/SA and AD/SI ruled out domestic experimental aircraft such as the YF-12A OXCART.
