In the Dresden Firestorm, most of the victims did NOT burn to death. They were asphyxiated in the bomb shelters, as the fires used up all the oxygen. That is why her hair is intact. There WERE some burned to death in collapsed buildings, but the majority were in approved bomb shelters, which held up fine in the bombing, but did not prevent the asphyxiation. I have heard that there were still buildings with bomb shelters full of dead bodies, as late as the 1970's, as the commies were very slow to rebuild and clean up.
