But that is what UK hanging did (and they had their share of mistakes), snap the spinal chord. The Spanish used a thinner piece of metal that that was placed to sever the chord in the upper cervical area. Much more certain. The early Spanish garrote was, I have to agree, very inhumane, especially when the throat was crushed.
Anyway, the most humane method is over two hundred years old. The Guillotine.

Garottes can be made to kill quickly and (fairly) humanely or to kill slowly in as ghastly a manner as possible.

The 'powers that be' conduct executions for the "benefit" of the population as a whole.

Sometimes "they" want the population to witness a horrifying spectacle as an object lesson.

Thus, there are different standards by which the 'efficiency' of the Garotte may be measured.
