I'm guessing they're pushing on the part of the brain that controls that area of the body.....reflex action of some sort....
Makes sense!
Seems more likely that he's been hypnotised with an arm levitation induction. It's a very effective and popular induction method for creating deep trance states.

It would have been, and perhaps still is the preferred method for medical research hypnosis as the levitating arm can be used as an indicator of the effectiveness of the trance.
