Not a good idea. I know the principle behind it and I agree with it but it can only be done in such a way that it will do more harm than good.

In my country the government banned all slot machines last year except for a few government controlled casinos, because "studies show that alcoholics and poor people spend their money on it, making their situation worse".
(If you ask me, the gov wanted in on the gambling business and this was a "nuke from orbit approach", meaning total elimination of competition and absolute centralization of gambling, but this is borderline conspiracy theory.)

Guess what happened. A huge number of pubs had to close due to their fallout of income (yeah, not just alcoholics use those slot machines) making the owners' and their families' lives a living hell, and the target group, those poor alcoholics and welfare people proceeded to pursue their luck at online poker and scratchcards.

Yeah, really nice move. It didnt just fail to eliminate the problem, it destroyed other people's lives as well. I really cant see a way that this
1 can be enforced
2 will make poor people stop spending money on shit they dont really need

People are always hoping for the big win to change their lives. Everyone has their dreams.

Watch some of the reality shows about people who hit big and see how only a few were happy and invested wisely.

I'd remain anonymous and anyone who didn't like me now, I wouldn't remember if I hit big. Since I've only played three or four times, I don't see that happening in the near future.

When I worked for attorneys, they'd have a group for lottery tickets and I never gave money.

I told them to give me the couple hundred with which they were playing and I'd be happy with the extra cash every week since it was a sure thing.
