Judges and juries decide this.
This is also why you only have objectives to achieve in war and there are no such decisions to be made.
To put it simple: Every person is innocent enough not to be killed by a soldier's fire burst.
And every person is target enough to be a victim of exactly this.
And of course this makes people sick - the soldiers in the first.
Also: Do you ever read this forum? Aren't there enough vids of so-called terrorists being blown up by the US-Army in here? And aren't there enough boastful comments under them? What makes you think, that the soldiers in Iraq think differently from the vast majority of the US-Users in this forum? What?
