I think theyve become even more corrupt since the collapse of the USSR; a lot of people, including Putin and Abramovich, got very rich very quickly, one Russia opened its doors to private companies buying stocks and shares in gas and oil. The rise of the Russian Mafia bankrolled the likes of Putin et al. Oligarchy. Thats why the strategy of hitting them where it hurts (in their wallets) works. Theyve gotten used to their luxurious lifestyles; once youve had a taste of that way of living, theres no way youre going to do anything that will jeopardise it, no matter what it takes.

You mean Russia got rid of outdated nukes. Russia isn't developing tactical nukes, they've already made thousands of them.
