HOUSTON, TX -- Police have arrested two 10-year-old boys on suspicion of raping another child on a school bus.

The boys are charged with aggravated sexual assault on a child which occurred in August.

The arrests were only made last week after authorities watched security video taken on board the bus.

Police say the video shows the boys engaged in inappropriate activity with an 8-year-old boy, police said Tuesday.

All three boys are special needs students, and authorities weren't releasing their names because they are minors.

Houston school district spokesman Jason Spencer says officials were first made aware of the alleged assault when the district's transportation department was asked by a parent on Aug. 30 to review conditions on a bus that transports special needs students to an elementary school.

Special needs? How can they be held accountable?

Houston HISD classifies many things as special needs at school. Doesn't necessarily mean they are special needs as far as actually disabled.

Hmm. Isn't that considered "Child on Child"? And of course, they will have to register as sex offenders for their entire lives....Megan's law is abused now.
But, it sounds like the boys needs help. They are learning this somewhere.

Caretakers more than likely. Usually for boys to sexually assault another boy it is due to them having had such acts preformed on them.
