ASHEVILLE, N.C. A North Carolina protest demanding the right for women to go topless is back for a second year.

Sunday's rally returns to a downtown Asheville park where an initial demonstration last year drew dozens of bare-breasted women. Police estimated about 2,000 people showed up to watch.

The Asheville Citizen-Times reports that opponents have created a website to show photos of what they call "degrading" acts at the rally. Opponents also are holding a completing rally in Pritchard Park.

The newspaper reports that while cities from Waynesville to Wilmington have local ordinances that prohibit women from exposing their breasts in public, Asheville's city attorney believes a 1970 state appeals court ruling holds that female breasts were not "private parts" and therefore can't be considered indecent.

breasts are not private parts.

An intimate, personal, or private part is a place on the human body which is customarily kept covered by clothing in public venues and conventional settings, as a matter of decency, decorum, and respectfulness.

Definitions vary, but in Western cultures they are primarily the parts involved in sexual arousal, procreation, and elimination of excreta and related matter, including:

the buttocks, anus and perineum
for boys and men: the penis and scrotum
for girls and women: the vulva (including pudendal cleft) and breasts

The term intimate parts may be construed to mean only the external body parts that are visible when naked, rather than the body parts more commonly referred to.

For example, when naked, a woman's pudendal cleft is predominantly visible rather than the vagina, and a man's scrotum is visible rather than the testes which are contained within.

Female breasts are considered as parts that would be covered in most contexts, but with a degree of tolerance for toplessness varying in different regions and cultures.

Who would actually want to walk around topless all the time? Ladies?
I'm a bit of a exhibitionist but walking around topless, for what purpose? Topless at a beach to enjoy a full tan yeah but why for just general wandering around.
I also personally would find it odd to just be walking around the streets and people are wandering around with their bits out lol

Erm, good luck with that! That sort of thing is fine - as stated above - for the beach, hotel pool, home, etc, but in general public?? No way! Hoist 'em in your Wonderbra and rock your killer cleavages
