| Topless Woman Under Influence of Bath Salts Runs Topless Along Benner Pike CENTRE COUNTY, Pa. — A Centre County woman is in trouble with the law after she was spotted running topless along a section of Benner Pike late Tuesday night. Police said 28-year-old Stephanie Watkins, of Bellefonte, was under the influence of bath salts. Investigators said Watkins was also seen knocking on doors and rolling through puddles along the 3000 block of Benner Pike
