I don't know why he wouldn't pull off his decals before trading in.
Most dont know how/fuck it up by using razors. I use rotary erasers that wont scratch the paint or fuck up anything else. They work wonders.
It's the responsibility of the selling agent (dealership) to ensure that the vehicle is safe to be sold, but not their responsibility to remove any cosmetic items. However, they often do want to remove any decals themselves because they should be trained to remove wraps/decals.

The Seller was too lazy to remove the decals and was afraid to damage the paint.

The Dealer was too cheap to remove the decals in a way that wouldn't damage the paint.

It's not that difficult to do. I bought one of my kids a high-school car that was covered with stupid looking ghetto decals, (she named her car Julio) and I took them all off in a weekend, no blades, no scratches, no problem at all.

I was using a rotary eraser wheel, borrowed it from a guy actually. And his air tool wasn't spinning balanced, so the eraser broke apart and nailed me square in the eyeball.

Needless to say, don't use one with safety glasses. Took 4 months for my pupil to work right again.
