What wasn't mentioned so far is that many of those old country bridges DID NOT HAVE RAILS at that time and on a dark wet night it meant danger for even an experienced driver.

Something similar happened at railless bridge in Chappaquiddick, & they elected that asshole to Congress for almost 50 years!
