PORT RICHMOND, (Philadelphia), PA (WPVI) -- Philadelphia Police say a day care owner will be charged after five children were found inside a vehicle in the city's Port Richmond section on Tuesday.

It was around 11:00 a.m., when emergency crews arrived at the Shop Rite store on the 3700 block of Aramingo Avenue.

According to authorities, the children were allegedly left locked inside a Lincoln SUV while the woman who drove them there - Karin Thompson, who runs an in-home daycare - shopped at the Shop Rite.

The children include a 9 year old, an 8 year old, a 6 year old, a 1 year old and a 6 month old. None of the children belonged to the woman, police said.

Police pried open the driver's side door of the vehicle and got all the children out.

However, Special Victims investigators say that the SUV was running and that the air conditioner was on. They also had access to snacks and a gallon jug of water.

As a precaution, the children were transported to St. Christopher's Hospital to be checked by doctors, but all five are reportedly in good health.

Thompson will be charged with multiple counts of endangering the welfare of children and recklessly endangering another person.

L & I records show Thompson's day care has been cited for 22 violations since 2006, mostly for missing smoke detectors and fire extinguishers.

At the shopping center, some shoppers were horrified, especially in light of a recent high-profile case in Georgia in which a child died in a hot car.

"There's no reason. Anything can happen in an instant and people know that. We see enough of it on the news," said Elizabeth Warren of Frankford.

FYI - This, a week or so after a nun, in her habit and veil, was assaulted and carjacked in this same lot! No photo of the idiot yet!

Someone should use the supposedly, "caregiver," as a battering ram. I don't care where. Lots of brick walls and partial buildings here.

According to police, a 46 year old woman discovered the children in the locked car when she heard them crying. She told store security, and the owner was paged over ShopRite’s intercom. After 20 minutes without a response, police showed up and found Thompson shopping inside the Aramingo Avenue grocery store.

Thompson was operating a daycare facility out of her home on the 6300 block of Sylvester Street in Northeast Philadelphia. According to the Department of Licenses and Inspections database, a daycare business license was issued to Karin Thompson and Little People's Learning Place at that address in 2008. That license expired in 2010, according to City records.

She is registered as a daycare provider with the state's Department of Public Welfare. "But, it's a self-licensing process," a representative of the DPW told me, explaining that an in-home daycare provider is not subject to the same scrutiny as a larger commercial facility.

According to the DPW, Thompson's home was inspected randomly in 2010, and she received no violations. Inspectors went to the home on Tuesday, but there was no one there to give them access. They plan to return today. Thompson's licensure with the state is set to expire in December.

There were five children in the SUV, aged six months through nine years old. Thompson has been charged with five counts each of endangering the welfare of a child and reckless endangerment.

Police noted that the air conditioning in the SUV was on and that all of the children were evaluated at St. Christopher's Hospital and released to their parents.
