That's why a exceptionally large percentage of prison gen. pop' is made up of transients. I've lived (and later volunteered) in homeless shelters and nearly every man there had deliberately perpetrated a petty crime at some point just to get off the streets during the winter months. Women are much less inclined to do this, as the number of shelters specifically designated for women outweighs the number for men.
