My guess is the stepbrother raped or was sexually abusing her and murdered her to keep her quiet, and his gf protected him because she saw the victim as a "rival".
Or it was the GF's idea. I've seen quite a few cases where the GF is jealous of someone in the BF's life and then has the girl raped and murdered.
