Sounds to me like the mother abused the baby and blamed it on the six years old boy. I find it hard to believe that a six year old boy can cause multiple skull fractures. Plus, why was there no urgency to get help after the baby was injured.

I'm frightened and disgusted at the refusal to charge the 6 year old or at least incarcerate him in some way. He is clearly a psychopath or sociopath and I have no doubt that his sister is not his first victim...he's surely harmed small animals or peers at school, this level of violence doesn't come from nowhere like that and it will be repeated.
Children can't legally be labeled as psychopaths or sociopaths but they should be, I used to nanny a boy that had written out his plans and ideas for killing his disabled sister and his nannies and he would try to set up his nannies for SERIOUS trouble. With the nanny before me, he scratched his arms up and threatened to tell his mom she did that to him; with me, he waited in his room with the light off until I came to get laundry and then told me he'd tell his mom I tried to look at him naked.
You can tell when a kid has serious fucking problems and they're terrifying. They calculate everything they do and everything the people around them do and look for ways to create leverage and initiate a fear of them.

The mother should be charged, the kid should be charged and put in a facility for violent mental patients, and the sister should be removed and put in a children's ward for counseling regarding what happened and to find out why she didn't stop him or get help (because she's probably terrified of him already).

The entire situation is inhuman.

I completely agree, it was egregiously negligent and hazardous to impregnate a woman of that age, it massively increases the risk of miscarriage, of the child not developing properly, premature birth, the mother is at a higher risk of experiencing eclampsia and heart failure; additionally, she'll be entering 80's when the child is graduating high school!

ST. PETERSBURG, Fla. -- Days before authorities say a 6-year-old Florida boy fatally beat his newborn sister, a caller raised concerns about the family using the state's child abuse hotline.

Pinellas County Sheriff's records show the caller told child protection investigators on Aug. 2 that the boy was abusive to his younger brother and animals and that he had likely started a fire that displaced his family in July.

The Tampa Bay Times reports an investigator determined there "no evidence" to substantiate the concerns.

On Aug. 8, authorities say the boy violently shook his 11-day-old sister in their minivan while their 62-year-old mother Kathleen Steele was inside a cellphone repair store.

Steele faces aggravated manslaughter charges and was released on bond. Attorney Robert Love said he wouldn't contest the state's order for Steele to have no contact with the children.
