Not quite. Shotgun Certificates cover Section 2 shotguns (single and double barrelled and manually operated ir semi automatic shotguns that hold 3 or fewer rounds) and are easier to obtain than a Firearms Certificate. For an SGC, you don't have to explain why you want it, it covers any number of guns and it is more about the state finding reasons that you shouldn't have one rather than you proving you should.

FACs cover Section 2 guns (manually operated rifles, some automatic rifles, specifically .22 calibre, and manually operated and I think semi automatic high capacity shotguns). FACs are much more restrictive, they cover one firearm, you have to justify why you want it, ammunition is limited and I think, as you say, you have to be a member of a club too.

It's likely this cunt had a Section 2 gun the more I learn about him, but there is no way he should have had access to it before or leading up to this. Terrible failing of the system. I hope somebody is held accountable rather than the flagging shooting community being punished as usual.

Update on the deceased:

The five victims killed in Thursday's shooting have been named by Devon and Cornwall Police.

The victims have been identified as Maxine Davison, also known as Maxine Chapman, aged 51, who was the mother of shooter Jake Davison.

Also killed was Sophie Martyn, aged three, and her father Lee Martyn, 43.

Stephen Washington, 59, was the fourth victim.

The final victim was Kate Shepherd, 66, who was injured at the scene and died later at Derriford Hospital.

Plymouth is essentially a sleepy seaside City in the depths of England. Our headlines are usually about seagulls and littering.
The city is fairly densely populated but there's huge community spirit. Everyone is in shock just because of the fact that it was so quick, so random and shows that anyone can have a weapon (which we don't expect in UK), you don't know who your neighbours really are and you can't walk down the street with your 3 year old baby without being blown away.
