It's metaphorical, he wasn't talking about Germany sending troops to Hungary or Poland, he was saying that ultra-nationalism must be seen as an enemy to fight with strength, which is nothing new for those who know his ideas.

Like I said it's not 100% "we will get our tanks and we will fucking kill you" type of statement, but in that kind of rhetorics you need to be sure it has only one meaning and cannot be interpreted otherwise... if it can be interpreted many ways then he made it on purpose and it was in fact a threat.
