I guess the complication was that the surgeon came to work drunk and when he went to make the incision he lopped off the whole thing.

I knew a man years ago who had been circumcised days after his birth and it was botched. The doctor had hesitated to do it initially, due to its small size, but his mother had insisted(they lived in a small religious colony). After the procedure, his penis receded - kinda like an innie bellybutton. Poor guy had to press on his belly to get his penis to protrude enough so that he could urinate. Yikes.

That is so sad!

Since a doctor advised against it, I think the parents should have waited until he could make his own decision.

I cannot say I blame the penis for hiding now.

Pro foreskin.

Maybe the foreskin had closed around the penis causing infection or something nasty. Seems like there's way too few details to deduce if this guy has a right to claim or not.
