I think it's totally dependent on what type of police he was. Some do not carry in France.

I'm in France & Spain regularly enough I've never seen a cop unarmed... My states police are unarmed so I look at the weapons with a slight fascination... |

From what I understand there's 3 different types of police in France and the regular town cops do not carry. They do have the Gendarmerie, which is more a military style police force that definitely have nice weapons. I'm in the USA so obviously the sight of a cop carrying a gun is nothing unusual. |
