Not necessarily.

Ive been around lots of Indians east Indians....and they tend to be as educated as aAmericans....as are MANY people from "third world countries"....

One of the causes is bad infastructure....bad materials....

Rotting infastructure is going to cause this crap to happen more and more right here in the US.
I'm sure your right but it seems Thier engineers are not up to task , building inspectors and the like

The aerial view of that raised roadway does not inspire confidence.

I would think that the (yet) uncollapsed sections are not reliable either.
