They got lucky. There were warning signs that slipped through the cracks, and some make a compelling argument that it did make an extremely convenient excuse to follow through with an agenda that was discussed prior to the attacks.

The Saudis are the root issue of most of what goes on, and get a free pass no matter what they do.

15 of the 9/11 highjackers were Saudi. There are still documents in the 9/11 report related to Saudi involvement in 9/11 that are classified.
It's been widely reported that they show the Saudis financed the 9/11 attack.
