Today, the Delhi Police made a massive breakthrough in a case and arrested a serial rapist who according to the police, had raped and assaulted over 500 minors.

Sunil Rastogi confesses to sexually abusing over 500 girls in 12 years: How the tailor was nabbed

The 38-year-old, a tailor by profession, from Uttarakhand had told the police that he sexually assaulted 500 minors during a period of 12 years, according to The Times of India. In fact, the police said that Rastogi had attempted to assault more than 2.500 minors. He was jailed for six months in Rudrapur, Uttarakhand in 2006 for sexually assaulting a girl while he was working at a farm.

"He used to target school going girls and so far we have found his involvement in 12 such cases. Further investigation is on," Omvir Bishnoi, Delhi Commissioner of Police (East) is quoted as saying in News18 report. Rastogi preyed on girls between the ages of 7 and 10 in Delhi, west Uttar Pradesh and Uttarakhand.

According to Hindustan Times, Rastogi used to "prowl schools between 2 pm and 4 pm," and he also carried a list of girls' schools with him. Rastogi would pick those who would stray from their groups and say that he was a friend of her father's who sent clothes and goodies.

He would tell the victim he was a friend of her father’s who had sent clothes and snacks. For every victim, he would stitch a new set of clothes and wrap a new parcel.

The Times of India report also says that in 2004, Rastogi along with his family were forced to leave Mayur Vihar after he allegedly tried to assault a neighbour's daughter. During the interrogation with the police, Rastogi admitted to committing crimes since 2004 and that he would lure the girls on some false pretexts, then take them to secluded areas and rape them.

For someone who has been eluding the law for many years, Rastogi's final act cost him his freedom. According to India Today, the Delhi Police identified him in a CCTV footage while investigating the case of a raped seven-year-old girl in New Ashok Nagar.

A local resident sees the two men entering the shop with the girl and informs her family members, who are already looking for her in the locality.
• November 21: A four-year-old girl in northwest Delhi’s Keshav Puram is found murdered near her house. Police suspect sexual assault. They recover a CCTV footage that shows her neighbour carrying her into the bushes near her house.
• September 3: An eleven-monthold baby is abducted and raped by her neighbour in west Delhi’s Vikaspuri.
• July 25: A 4-year-old girl is allegedly kidnapped and raped by her 28-year-old neighbour in outer Delhi’s Shahbad Dairy. She suffers injuries in her private parts and is admitted to a government hospital. The accused, Junaid, has been arrested.
• July 23: A 14-year-old Dalit girl is allegedly raped several times by her neighbour and forced to drink a ‘corrosive substance’ that severely damages her internal organs in north Delhi’s Burari. The girl later succumbs to her injuries during treatment at hospital.
• May 25: A 13-year-old girl with Down Syndrome is admitted to AIIMS after she is kidnapped, brutally raped and dumped near the railway tracks allegedly by her neighbour in southeast Delhi’s Pul Prahladpur. She suffers bruises on her neck and abdomen.

Rastogi was like a predator hunting in the urban jungle. He was having fun, believed in his invincibility, had no fear of the law or consequences of his actions. The only way to stop him was to notice his presence, his string of crimes and hunt him down. Unfortunately, if his confession is an indicator, nobody saw this paedophile for almost 15 years.

And, when he finally got caught, it wasn't because cops were looking for him. He fell into their hands because, as Rastogi claimed, he ran out of luck when two girls escaped his net and their parents went to the police. What does this tell us about our police, criminal justice system and society?

Did none of the "hundreds" of victims (or their parents) of this creepy tailor ever go to the police after they were abducted and raped? Did all his victims stay silent, preferring to suffer in silence than report about the crime? It is understandable that many of his victims were too young to grasp the magnitude of Rastogi's crimes. It is also possible that some parents may have preferred to remain silent and not approach the cops. But, how is it that so many rapes of young girls from just a few localities — he reportedly hunted primarily in Ashok Nagar — go unreported? Or is this another instance of the incompetence of cops, helplessness of rape victims and our inability to spot beasts among us?

Of course, nothing about Delhi or NCR surprises us anymore. A decade ago, the entire country was shocked by the Nithari murders, where a psychopath not just killed with impunity, but also buried remains of his victims in the middle of a busy, urban area of Noida. Back then too, nobody seemed to have noticed a string of murders and disappearances right from under the nose of cops.

But, initial reports indicate that unlike Surinder Koli, the butcher of Nithari, the tailor of Rudrapur/Rampur had a history. He was reportedly hounded out of Delhi in 2004 after sexually attacking a girl, arrested (and later released) for allegedly molesting a girl in his hometown and had several other cases pending against him. So, Rastogi was definitely on the radar. Yet he managed to slip under it without fear and rape dozens of young girls for years.

Think about this: If the law, luck and — as Rastogi claims — divine blessings are by a paedophile's side, how safe are our streets?
