I think it depends on whether or not she had any parental attention and teaching. She could be like a feral child.

And, if the child had mental issues, she should have been taken for help.

I guess its actually a good thing people throw food in the trash- not all adults feed their children. Or other people's children.

I normally throw unconsumed food in the yard. May have to start setting it out in bowls.

Some "parents" do not deserve to be called parents.

I'll never get that! When little ones look at you with those big eyes and trust you, I don't know how you can even think of harming them in any way.
