yes it does. people like bin laden and cohorts are in a different category than most, and therefore are not subject to rules of engagement or geneva conventions. think about it, why arrest the man, or put him on trial? it makes zero sense. What's gonna be the outcome? We brought in KSM and he provided intel information, under duress i would imagine; but again targeting to kill is always an option on the table in these situations.
