They were too late to play the Empire game.
'Cept they weren't.
Dominican Republic, Hawaii, Alaska, California, Oregon, Nevada, New Mexico, and I believe Washington. Oh, and at one point: The Phillipines(One of a few reasons that the Japs attacked them on Dec. 7th. Another being the american trade embargoes regarding steel and oil to Japan).

They came out on top though

The only thing that changed is that you don't need to physically control another country anyone, you can do it politically and financially.
