I have heard of this done for a laugh. Dwarf tossing, oh dear Lord. Very unfortunate what happened here, certainly NOT in a controlled manner, more like assault. Hope the guy gets a good whipping in jail.

They usually have padding, similar to a wrestling ring, although I've never seen it in person, and with the dwarves' consent. This poor guy was celebrating his birthday in front of a drunken asshole, who should rot in Hell! They should punish him by throwing him in a ditch by two guys bigger than he.
