The teenagers in the opposite car and his sister escaped with only minor injuries, his mom sustained more serious injuries but they've all fully recovered.

Agreed on all counts. Internal decapitation is really more of a description for what happens in an Atlanto-Occipital distraction (or dislocation), and almost always results in death. While I do feel it's a fair assessment if the person dies, it's not a fitting description if they live, as decapitation is a term universally used to indicate death.
