There was still an overwhelming stench of rotting flesh even 10 years after anyone was able to account for this kid? How thick were those garbage bags? |

Maybe she felt it was safer than trying to dispose of the remains in some other fashion. But I did have a disturbing thought after I made my earlier post: what if she had been storing the kid's remains in a freezer for the last decade or so? |

I don't know what the weather is like where this happened, but if it were a hot climate the smell would have been noticeable from 20 feet away in a matter of days. So I think you're right he must have been elsewhere, the poor kid can't have just been left to rot like that and nobody noticed. |

I think she had been storing his body all this time and this was the day she was planning on dumping the body. Just a twist of fate the expired tags lead to the discovery.

My thoughts exactly. A lot of seriously dangerous and deranged criminals have been busted because of plate, sticker, and other minor vehicle legality issues. It's actually how Timothy McVeigh got busted.

I live about 15 minutes from where this happened. If I'm not mistaken about the timeline, we had been on a major heat wave with temps in the 90s and the index up to 110°. So she may have had him stored, and had thought she could dispose of his body somewhere. If there was a smell, that's most likely the case.
