Champs Elysees Terror Attacker 'had a Note Expressing Support for Isis'

French authorities on Friday identified a small-time criminal, 39-year-old Frenchman Karim Cheurfi, apparently inspired by the Islamic State, as the perpetrator of a deadly attack on police officers in a shooting that set France on edge and darkened the final day of campaigning in the country’s pivotal presidential election.

Despite a promise not to campaign following the attack Thursday night on Paris’s renowned Champs-Élysées boulevard, far-right candidate Marine Le Pen reinforced her anti-immigrant message in a Friday speech, calling on the French government to immediately reinstate border checks and expel foreigners being monitored by the intelligence services.

“My government of national unity will implement this policy, so that the republic will live, and that France will live,” she said at an impromptu news conference.

Prime Minister Bernard Cazeneuve rejected early calls to postpone Sunday’s first round of voting, telling reporters Friday morning that “nothing should hinder this fundamental democratic moment for our country.”

He pledged heightened security, including deployments of heavily armed soldiers from a two-year-old counterterrorism campaign called Operation Sentinelle, as French voters go to the polls.

The shooting of a French police officer on the Champs-Elysées has once again left France's forces of law and order in mourning. Here's what we know about the victim who has been named as Xavier Jugélé.
Xavier Jugélé, a 37-year-old officer with the Paris police, was gunned down at around 9pm on Thursday night as he sat in the driver's seat of a police van on France's most famous avenue.

Two of his colleagues were also injured. Other officers who he was with kept a cool head and quickly "neutralized" the killer, a man now known to have held a grudge against police officers, and who had already been convicted in 2005 for attempted murder against police officers.

Xavier had spent his full career as a member of the Paris police and was the member of a unit tasked with maintaining public order in the capital.

He is just the latest Paris policeman to be killed in the line of duty by jihadists in recent years.

"All our thoughts go to his colleagues and family, whom the police community have tried to support as mush as possible throughout the night," Celine Berthon, a French police union chief told Europe 1 radio.

Xavier was a member of Flag!, a LGBT organization within the French police force and had a partner.

President François Hollande has announced a national homage to the fallen officer will be held.

France's presidential candidates also pledged support to the country's police officers.

Socialist Party's candidate Benoit Hamon declared live on BFMTV “We must cherish policemen for who they are: the shield protecting us and that makes them targets”. En Marche's Emmanuel Macron tweeted “I'm manifesting all my solidarity to the law enforcement. The victim's family is in my thoughts”.

“Honour to the police forces that sacrifice their lives to protect ours," François Fillon tweeted.

Marine Le Pen said: “Emotion and solidarity to our police force, targeted again”.

Jean-Luc Mélenchon sent a message of solidarity to the family of the policeman as well as his injured colleagues.

To honour the victim, France's national police union “Alternative” has called on officers to symbolically lay a flower where their colleague was killed from 10.30am.

“Alternative Police CFDT presents its most sincere sympathy to Xavier's family, friend and loved ones”, the police union said in a statement.

On Thursday night, a gunman opened fire with an automatic weapon on a police bus parked on the famous Champs Élysées in Paris, killing one officer and wounding two others before being shot dead as he tried to flee the scene. The attack came just three days before the first round of France’s presidential elections.

Now, a picture is emerging of the man believed to be the attacker, named by the Associated Press Friday as 39-year-old Karim Cheurfi. A violent serial offender who held radical Islamist beliefs, he had a history of targeting police officers.

Police had arrested Cheurfi in February on suspicion of planning to kill police but released him because of a lack of evidence.

After the attack, police carried out raids in the suburb of Chelles, east of Paris, where Cheurfi’s family home was located and took three members of his family into custody.

It has since emerged that Cheurfi had been convicted in 2005 on three counts of attempted murder, with police officers as two of the targets, they told AFP.

BFMTV reported he had opened fire on police during a car chase, then wounded another officer after taking control of a gun while in police custody.

He had been originally sentenced to 20 years in prison in 2003, and his sentence reduced to 15 years , La Parisien reported. It is unclear when he was released.

French prosecutor François Molins said at a press conference in Paris, “The identity of the attacker is known and has been verified,” reported Liberation.

The Islamic State militant group (ISIS)claimed responsibility Thursday for the attack, claiming via its al-Amaq news agency it was carried out by one of its “fighters” it called Abu Yussef al-Balgiki, which experts said suggested the attacker was Belgian or spent time in Belgium. A Belgian prosecutor said there was no indication the attacker was Belgian, reported France 24.

Sources told AFP that a handwritten note in praise of ISIS was found near the attacker’s body, and a Koran in his vehicle nearby.

In Antwerp, a man for whom Belgian police had issued a “wanted” notice in the wake of the attack surrendered himself to investigators on Friday, said France’s interior ministry.

French Interior Ministry spokesman Pierre-Henry Brandet told Europe 1 on Friday police were hunting a second suspect flagged by Belgian security officials.

French President Francois Hollande called a meeting of the country’s defense council on Friday, to discuss the attack. After the meeting Prime Minister Bernard Cazeneuve said that elite police units were on high alert for the election, and 50,000 officers had been assigned to special election duties.

"The government is fully mobilized. Nothing must be allowed to impede the fundamental democratic process of our country. It falls to us not to give in to fear and intimidation and manipulation, which would play into the hands of the enemy," said Cazeneuve in a statement released after the emergency meeting.

In an apparent bid to burnish her hardline anti-Islamist credentials, far-right presidential candidate Marine Le Pen has spoken out in the wake of the attacks, insisting the Socialist government adopt one of her campaign pledges and deport all foreign terror suspects.

In recent years there have been a series of high-profile terror attacks by violent extremists in France, with 86 people killed when Mohamed Lahouaiej-Bouhlel drove a truck into crowds celebrating Bastille Day in Nice, and an elderly Catholic priest murdered in an attack on a church in Normandy weeks later.

It's going to be a very interesting election to follow.
