We used to do that as kids, but, drivers were courteous and weren't in a race unless it was in a private area, for the most part. Nowadays, you need to put any children in cement or whatever those black boxes in planes are made of and hope your timing is right. |

I'm disturbed by the parents' actions, treating the baby like pieces of the car they were clearing from the road. An effective highway is more important?

I believe she is using hyperbole to say that children should be placed in something that can protect them in case of a car accident. Airplane black boxes are seemingly indestructible and usually one of the few or only things to survive a plane crash.
