This type of "rescue" is very common, unfortunately. It's well known in the rescue/adoption communities that one has to be very, very careful that certain "rescues" aren't actually hoarders. Same for breeders.

Well said. Even "reputable" animal shelters, such as the SPCA, can fall into unlawful and harmful behavior if they are not properly monitored. Take this SPCA in Attica, NY, for example:

As cleanup efforts continue at the Wyoming County SPCA shelter, the sheer number of cats is staggering.

A total of 504 cats were identified and processed as of Sunday night, said Public Relations Director Gina Browning of the Erie County SPCA, which continues to lead the rescue.

That’s not including about 20 additional felines still roaming inside the building — cats the volunteers have yet to catch.

“We have 504 that were booked in, and 221 had been transferred, not including 50 here at our shelter (in the Town of Tonawanda),” she said.

The shelter on Route 98 was raided by state police and Erie County SPCA workers last Wednesday, amid allegations of animal cruelty; illegal obtaining and administering of medication; and misuse of grant funding.
