Steven Weber and Kenesha Antoine were staying in Pemba Island, CNN affiliate WBRZ reports, in a wooden cabin with a bedroom submerged beneath the ocean surface off the east coast of Africa.

Weber proposed on Thursday by swimming underwater and holding a handwritten note against the bedroom windows, according to a video Antoine posted Friday on Facebook, before presenting a ring.

The note, which Weber had placed inside a transparent plastic bag, read, "I can't hold my breath long enough to tell you everything I love about you.

BUT...Everything I love about you I love more EVERY DAY!

"Will you please be my WIFE," the note continued. "Marry me???"

But Weber failed to return to the surface, Antoine said in a subsequent Facebook post.

"You never emerged from those depths, so you never got to hear my answer, 'Yes! Yes! A million times, yes, I will marry you!!' " she wrote.

"We never got to embrace and celebrate the beginning of the rest of our lives together, as the best day of our lives turned into the worst, in the cruelest twist of fate imaginable," Antoine continued.

"I will try to take solace in the fact that we enjoyed the most amazing bucket list experiences these past few days, and that we both were so happy and absolutely giddy with excitement in our final moments together."

CNN has reached out to Antoine for comment.
The Manta Resort, where the couple was staying, issued a statement on Saturday confirming the death.

"Our sincerest condolences, thoughts and prayers are with his girlfriend, families and friends impacted by this tragic accident," said Matthew Saus, the resort's CEO.

Local authorities were investigating, he added.
The State Department confirmed that a US tourist had died in Tanzania but gave no further details.

The pressure even at 10m can be enough to suffocate an inexperienced diver.

Some people will dive around obstructions and get caught up in them on the way up thinking that it's no big deal...only to drown.

I almost drowned three times in my life.

I was caught unawares all three times and was thus totally unprepared.


There is some 'margin of error' in holding of breath, but, not as much as you may think.


Most of our estimations of 'margins of error' do not account for anything complicating the ascent to our next breath of air.

And there is the rub...

I can imagine this is particular hard for her to forget or give it a place especially when she meets another guy and decides to marry in the future

The pressure even at 10m can be enough to suffocate an inexperienced diver.
Actually, the first 10 meters causes the volume of air to decrease by a volume of 50 percent. Each successive 10 meters also reduces the volume of air by 50 percent. I hope that was understandable. (e.g. First 10 meters = 50 percent reduction of volume, Second 10 meters = 75 percent reduction.. etc. etc.) Water depth can be deceptively deep without someone realizing. That's why you see experienced divers using "dive computers" (dive watches).

It's one of the first principles all scuba divers learn in training.

From the last video, you can estimate the depth of the water as the woman climbed down. I'm assuming it was a little over 10 meters. The diver's ears would be under pressure (and possible pain) if he hadn't equalized and he probably didn't realize how much of a struggle it would be to stay at that depth.

Subsequently, he was struggling to stay down there to give his message and spent too much time, then got disoriented as he was trying to make his way back up. I'm assuming he was inexperienced, he drowned himself as a result.

If someone was nearby to help, he probably could have made it back.
