I definitely agree that the parent are to blame for this happening. As a parent you are suppose to teach your children right from wrong and correct them when they stray. As well as keep you weapons out of your child's reach. I have weapons in my house and my child knows not to touch them, plus hide/secure them.

Was this kid unfortunately born with all the wrong genetics, making him a sociopathic killer from birth? Or is it environmental? A combination of both? I don't understand how an adult could want to just kill someone, much less a child.
I've had a handful only of times in my life where I wanted to kill someone, but I then immediately felt horribly guilty for even thinking that. So I can't imagine actually doing it.

It's a natural urge. What civilized people consider normal is actually the product of years of parental discipline and institutional socialization. If the urge to harm others is greater than the strength of that socialization, well...this is what you get.

Which is exactly why I say he's broken: 11 years wasn't enough to make him normal, and now he's acted on his impulses. Consequences aside, he now knows that it's not a difficult decision to kill someone -- or at least that's how it usually goes.
