That's the problem. Even if they can get some justice it often adds more fuel to the fire and can turn into lethal actions from the attacker later on. Hope they meet a good guy and move as far away from their uncle as possible.

She appears to be physically feeble. A victim in that situation can't always fight back, perhaps in fear for retaliation and getting murdered. Yes, maybe telling police would only escalate the abuse by the abuser. I would have to say that the best options would be that she would have to run away and find some other place to live, but that might entail more danger than safety, especially in that part of the world. Or the abuser would hunt her down... Honesty, for that part of the world, having such sub-par laws and poor educational system, the best option for her would be to find a gun and flat out shoot him to death.
