Security Guard/mediator Goes Wild in Barcelona
The Barcelona City Council issued a statement confirming that the aggressor, who is wearing vest which says civisme, is not an employee of the city's publil civic agent program. Official public civil agents wear distinctive orange vests and possess absolutely no security or law enforcement powers. Reports suggest the individual may be a privately contracted security guard or mediator. The Catalan security union ADN Sindical heavily criticized the use of extreme physical force by non-security or poorly regulated personnel. They have demanded that responsibilities in public spaces be handled strictly by fully trained professionals. |

They manage minor quality-of-life nuisances so that the actual city police, do not have their emergency lines clogged by non-violent civic complaints. They are explicitly tasked with monitoring and addressing anti-social behaviors that annoy local residents. If they catch someone committing a minor infraction, they step in to issue an official warning and explain the municipal rules. This includes stopping people from littering or dumping household waste incorrectly, blasting music or creating excessive noise in residential squares, riding scooters or bicycles illegally on pedestrian-only sidewalks, walking through the historic city center or shops shirtless or in swimwear etc. They also help control pedestrian flows, monitor overcrowded access points, and ensure tourists aren't blocking entrances or causing hazards to traffic. Training, equipping, and paying a fully sworn, armed police officer is incredibly expensive.
