On planes, the policy for belligerent drunken passengers should be automatic shacking with two pairs of hand cuffs, one pair for the feet, the other for the hands, as they're hoisted up & taken to the captain's toilet and plonked on the floor to dry out or at least cool down. Hopefully, as a further deterrent for future belligerence, the captain took a big smelly deice before putting them in there.
