Setting someone's hair on fire is a bit more than bullying. If he's not gonna fight back, he should have at least tried to get away. Some one who's willing to set you on fire isn't going to stop beating you up because you cry & blubber. Just fucking run, the first chance you get.

we have a inbuilt response to freeze when faced with some one stronger and more vicious , look at the way a pet dog cowers when beaten by it owner , i know from my own school days the helplessness of a stronger bully , and the response to freeze in fear and panic ,, life sucks some days
