Russia - Racially Motivated Pepper Spray Attack
"In St. Petersburg, a teenager-skinhead poured pepper on an Azerbaijani right in the subway A 16-year-old schoolboy jumped out of the car, surreptitiously attacked and splashed a migrant with peppercorns. Despite attempts to escape, the bully was quickly detained and subsequently handed over to his parents. The victim turned out to be a citizen of Azerbaijan, who has been living in St. Petersburg for 10 years and works as a loader in a store. The issue of initiating a criminal case is being resolved."
