For the lady with the face shield, that is likely because she was driving a scooter. She was holding onto the tall guy so he would not leave the scene. Nothing will happen though besides informal fines. You rarely see actual police officers in China outside of the very major cities with a ton of foreigners like Beijing or Shanghai.
